Click Profile click on Friends and Foes
No one will be your friend unless you accept their request
you can pick who you want to add to be a friend and who you want to be a foe.
A foe you want be able to see their post in the forums.

How do you know when they are requesting to be your friend?

It will have there name with a + sign next to it.
